Commissioned Projects

By Invitation Only

Currently awarded by invitation only, Commissioned Projects support large-scale, outcome driven research and strategic initiatives that align with the Foundation’s mission and current priorities, particularly around governance and democracy in the Los Angeles region. Our current focus in commissioned research is the implementation of LA County governance reform.

While there is no fixed award amount or duration, these projects are generally larger in scale and longer-term than our standard grants.

Governance & Democracy Grants

The Haynes Foundation Governance and Democracy Initiative supports major research grants aimed at enhancing democratic participation and improving governance in the five counties of Los Angeles, Orange, Riverside, San Bernardino, and Ventura. This includes areas of research and study focused on voter-approved Los Angeles County governance reform (Measure G).

Through our Governance and Democracy Initiative, we strive to:

Support research and policy innovation that improve how local governments serve their residents.
Engage community members, researchers, and policymakers in defining the future of regional governance.
Illuminate lessons from Los Angeles County that can strengthen governance in neighboring counties.
Expand opportunities for public dialogue and participation, ensuring that reforms like Measure G succeed not just on paper, but in practice.

Available Funding Options

Research-to-Action Grants

Suited for projects that are ready to launch, this grant extends up to two years, with potential for third-year renewal. The grant maximum is $250,000 per year. Consideration in unusual cases may be given to a larger award.

Planning Grants

Suited for projects still in the development stage, these oneyear grants are for up to $100,000.

Who Can Apply

The Haynes Foundation considers grant applications from:

Researchers
Public and private universities
University centers
Nonprofit 501(c)(3) organizations, including through academic partnerships, whose work aligns with the Foundation’s mission and priorities.

Special consideration is given to researchers seeking to collaborate with community-based organizations and/or policymakers to strengthen local governments and democratic systems that represent, engage, and work for the people and communities they serve.
