Approved by voters in 2024, Measure G reforms Los Angeles County’s government structure to improve accountability, transparency, and representation. When informed and engaged, community members have the power to help shape and strengthen local government as a positive force for change. The promise of Measure G can only be realized through active civic engagement.

For a half century, the Haynes Foundation has played a pivotal role in advancing the ideas behind LA County reform. In addition to our funding for research on governance and democracy, we have created this information hub to help people better understand the goals of LA County reform (Measure G), and its impact on their lives.

What is Measure G?

LA County voters approved Measure G on November 5, 2024. This historic
reform calls for:

Budget Transparency (2025)

Creates a Director of Budget and Management and requires public budget presentations to strengthen transparency.

Ethics Commission (2026)

Establishes an independent Ethics Commission and an Office of Ethics Compliance to enforce ethical standards across County operations.

County Executive (2028)

Introduces an elected County Executive responsible for overseeing the County’s $45 billion budget and managing executive functions.

Legislative Analyst

Creates a non‑partisan Legislative Analyst to provide independent research, fiscal review, and policy analysis for the Board of Supervisors.

Board Expansion (2032)

Expands the Board of Supervisors from five to nine members beginning in 2032, shifting legislative authority to the expanded board.

Charter Commission (2034)

Creates a Charter Review Commission that convenes every ten years to evaluate governance structures and recommend updates to the County Charter.

The Haynes Foundation’s
History of Reform

For 100 years, the Haynes Foundation has been a champion for good governance and expanded democracy at the county level.

Fifty years ago, the Foundation created and funded the independent, blue-ribbon Public Commission on Los Angeles County Government. The commission’s landmark 1976 report, To Serve Seven, Million, recommended
an elected executive and a nine-member board. With the passage of
Measure G, those recommendations have taken a large step closer to
becoming reality.

The foundation’s commitment to effective and responsive county governance reform continues today with research funds for a range of related projects as well as convenings and presentations to inform and engage the community.
